Third party funding...

Landfill Operators (LOs) can divert up to 6% of their Landfill Tax liability to Environmental Bodies (EBs); they can claim back 90% of this sum as a Tax Credit from HM Revenue and Customs (HMRC). Making payments to Environmental Bodies therefore costs Landfill Operators 10% of the total contribution.

Most LOs require this 10% to be reimbursed; applicants to TOE must find a Third Party Contributor (TPC) to make a payment of 10% of the gross value of the TOE grant to the funding LO.  Third party funding must come from an organisation which does not derive a unique benefit from the project and the money must not come from the Landfill Communiites Fund. 

Please identify a source of third party funding before submitting your application to TOE2.

Third party funding for a TOE2 grant of £1,000 is calculated as follows:

TOE award - £1,000

Plus 10% administration fee - £1,100

Plus 2% ENTRUST fee - £1,122 (ENTRUST is the regulator of the Landfill Communities Fund)

Third party funding payable - £112.20

The third party funder pays £112.20 to the contributing landfill operator, and TOE2 pays the project £1,000.
